Another "Best Value" construction project.
Crews of Alvin E. Benike recently finished work on Rochester's National Volleyball Center.
The contract for this work was let under a Best value or PIPS (Performance Information Procurement System) - a system that considers factors other than price in the selection of the best value contractor. The process identifies the expert, forces them to preplan and mitigate risk that the vendor does not control, implement their plan, and track cost and time deviations. The system increases competition, increases planning, aligns all participants at the right time, maximizes the vender's profit and the buyers value while minimizing the cost of construction.
This system requires minimal management, utilizing people who know what they are doing, who are measured and held accountable. The workers are using optimal, efficient, and effective practices.
The downturn in the economy has fueled the demand for the more efficient best value PIPS. Efficiency means to do more with less. It is no longer just a saying, we need higher value for a lower cost.
PIPS was originally created as a delivery system by Dr. Dean Kashiwagi in 1991, at Arizona State University, in Tempe, Arizona. PIPS usage has expanded and is continually updated. For more information, see www.pbsrg.com .
